The European Maritime and Fisheries Fund (EMFF) gives firms in the Swedish fish processing and aquaculture industries the opportunity to apply for investment support. The purpose of the support is to stimulate investments in sustainable production processes and fish product development. However, it is not obvious that the support will generate more investments since firms have incentives to make profitable investments even without the support. Therefore, there is a risk that the support goes to private investments that would have been undertaken anyway.

AgriFood will evaluate whether or not the investment support generates more investments in fish processing and aquaculture firms in Sweden. The evaluation will also investigate if funds from the EMFF finances investments which would have been undertaken even without the support.

The evaluation is commissioned by the Swedish Board of Agriculture and is expected to be completed in the beginning of 2019.
