Marine reserves are often put forward as a policy for protecting biodiversity, individual transferable quotas (ITQ) as a policy for reducing capacity and increasing profits, and co-management as a policy for strengthening legitimacy. This paper discusses how these management actions might be combined in order to achieve an efficient fisheries policy.
