Lost Fishing Income – How Can Compensation Be Designed?

In recent years, the commercial fishing industry has received financial compensation for events that have negatively impacted the sector. Examples include compensation related to the closure of cod fishing in the southern Baltic Sea and Brexit. To determine the appropriate design of compensation, knowledge is required about when compensation is justified, what should be compensated, and how large the compensations should be.

The purpose of this project is to provide knowledge that can be useful in developing future compensation models for Swedish fishing. The project discusses when financial compensation may be justified and how it can be designed in response to various types of external events. We also provide examples of how financial compensation has been structured in other countries to highlight how different compensation models have been applied.

The project is commissioned by the Swedish Agency for Marine and Water Management and is expected to be completed in the spring of 2025.
