Are auctions better for producing environmental services within the rural programme, rather than using the fixed payments as in the current Swedish rural programme?

The results in this report indicate that auctions could be suitable for one-off actions where the government has difficulties finding out the real costs of the firms and where the cost of producing an environmental service is likely to be varying.
